This paper gives a brief introduction to plowlands resources, dynamic changes, and production potential, analyzes the existing issues, stresses the significance to protect the plowlands, summarizes the land protection experience, and presents some new means and modes to protect the plowlands in Yongcheng city.

Yongcheng city is characterized by deficient land store, underdeveloped land, over-used per capital land. This paper reveals that there are some problems in land utilization like low per capital area, low utilization ratio, and degraded quality, summarizes the land utilization management, and presents an objective and principle to protect the farmlands, and offers an approach to the sustainable development of land utilization.
